Abstract
The article argues for the instructive application of emergency powers doctrine to a rapidly enlarging-and diversifying-portfolio of United Nations Security Council action taken under Chapter VII auspices (that is, action deemed "necessary to maintain or restore international peace and security," of legally binding effect).
